Title: Notice of Intent to Sole Source - Perpetual License of Synaptica Graphite LOD-KOS software application plus GraphDB graph database

The National Institute of Environmental Health Science (NIEHS) intends to award a Delivery Order to Synaptica, LLC 11384 Pine Valley Drive, Franktown, CO 80116, for Perpetual License of Synaptica Graphite LOD-KOS software application plus GraphDB graph database, which will be installed at NIEHS, Research Triangle Park campus for a base and four one- year option periods.

The North American industry Classification System (NAICS) Code is 511210 and the business size standard is $38.5 million dollars. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Synaptica is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements.

The purpose of this Delivery Order is to obtain a Perpetual License of Synaptica Graphite LOD-KOS software application plus GraphDB graph database a commercial vocabulary management tool which is oriented to the business enterprise market. A critical requirement we need is the ability to easily import and work with different structured terminologies, vocabularies and ontologies; in particular the OBO-structured biomedical ontologies. Graphite allows us to utilize Linked Open Data Knowledge Organization Systems. This system is based on SKOS, RDF and Linked Data. The system allows selection of other predicates as well that may be required for specific ontologies such as OWL or OBO based-ontologies. The Synaptica system thus gives us the flexibility to import or engineer vocabularies and ontologies according to our needs.

This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Christopher Fisher at Christopher.fisher@nih.gov and are due by 1:00PM ET on July 27, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
