The State University of New York Upstate Medical University ("Upstate") is requesting proposals from qualified contractors for Parking Management Services to provide staffing and management services for: two 1500 space (each) garages, 45 space garage and a 454 space garage and several small surface parking lots. Parking Operator will provide a parking director/operations manager; office administrator, as well as all necessary clerical and attendant staff. Other obligations will be the collection of all daily and monthly fees as well as collections from all campus street meters.

A Mandatory Pre-Bid Conference and site visit will be held on Wednesday, September 12, 2018, at 10:00 a.m. Eastern Time. Please refer to the RFP for site and RSVP instructions.

The vendor must be able to meet all of the minimum bidder qualifications listed in Section 4, Bidder Qualifications of the RFP document. The vendor must also review, understand and accept all the terms and conditions in the RFP.

In accordance with New York State ("NYS") Lobbying Law SS139 requirements, effective immediately, this procurement is in a "Restricted Procurement Period." This restricted period will be in effect until an award for this product and/or service has been fully executed. As this procurement is subject to NYS Finance Law SS139 -j & -k, also referred to as the Lobbying Law, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed in this advertisement and in the RFP document. Failure to comply with this requirement can range from no contract to debarment from doing business with other NYS agency.

The successful contractor will be required to submit applicable documents related to Vendor Responsibility, NYS SFL SS139-j & -k and NYS Tax Law Section 5-a.

The successful contractor will be required to submit valid and current NYS Workers' Compensation and Disability forms.

NYS Small Business and businesses certified pursuant to Article 15-A of the NYS Executive Law are encouraged to submit bids.
