The Nassau County Department of Public Works has issued a Request for Proposals (RFP) for professional services in connection with the following:

Traffic Signal Progression & Optimization Study II

Long Beach, Oceanside & Valley Stream

Nassau County, under the auspices of its Department of Public Works (NCDPW) desires to procure a firm to conduct a study to optimize the progression and timing of traffic signals along Long Beach Road (Long Beach), Lawson Blvd (Oceanside), and Central Ave (Valley Stream).

Proposal submissions regarding this project are due on or before 4:00 p.m. on Friday, August 10, 2018 at the location specified within the RFP. No late proposals will be accepted.

Proposals should only be submitted after careful examination of the complete RFP and its requirements. The selected firm will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $2,000,000 per occurrence, respectively (refer to RFP for specific insurance requirements).

The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," and 2-2016, "Participation of Service-Disabled Veterans in County Contracts." All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local law No. 14-2002. Technical proposals shall include information regarding the Proposer's plan to comply with the Local Law No. 14-2002. This information is required and successful proposer shall submit plan and will be expected to adhere to the submitted plan.

For purposes of this solicitation, Nassau County hereby establishes an overall goal of 10% for M/WBE participation, 10% for minority-owned business enterprises (MBE) and 10% for women-owned business enterprises (WBE). NYSDOT's adopted Disadvantaged Business Enterprise (DBE) Program Plan shall also apply, which reflects federal rules and regulations. All Proposers are requested to submit their proposed M/WBE Utilization Plan by completing the M/WBE Utilization Plan included in the RFP as part of their proposal.
